Take 10 Sheets of tissue paper (26in. x 36 in.) and stack on one another. Make 1 1/2in. wide accordian folds, creasing each fold.
Fold an 18 in. piece of floral wire in half, and slip over the folded tissues. Twist. With scissors, trim the edges of the tissue paper into rounded shapes.
Seperate all the layers, pulling away from the center, one tissue paper at a time.
Tie a length of floral wire for hanging.
